Some public housing authorities offer a homeownership option that lets eligible voucher households apply assistance toward qualifying monthly ownership expenses. The voucher helps support the payment—it does not purchase the home in full.

The homeownership option is not automatic or available through every housing authority. Each local Public Housing Agency decides whether to operate it and establishes its process within HUD rules.

Many housing authorities connect voucher households with a Family Self-Sufficiency—or FSS—program. Availability varies locally, and FSS is not automatically required for the homeownership option, but it can be an excellent place to begin preparing.
An FSS coordinator can connect participants with employment, education, financial coaching, homeownership counseling, and other services based on an individualized plan.

When earned income increases, eligible rent increases may be credited to an interest-bearing FSS escrow account. After successful completion, the participant may receive those funds.
The HCV homeownership payment may help with eligible monthly ownership expenses alongside approved mortgage financing and the household’s required contribution.
FSS supports progress toward economic independence. A household may use the voucher during an approved homeownership period while continuing along that larger trajectory.
The local housing authority and mortgage lender must approve the property. Local building, title, appraisal, inspection, and financing rules also apply.
HUD guidance allows an eligible manufactured home when it is permanently installed and the family either owns the land or has the right to occupy the homesite for at least 40 years.
